Under the UNESCO-Alwaleed Philanthropies Agreement, UNESCO is implementing a project that aims to strengthen the educational functions of cultural institutions, foster cooperation between cultural institutions, schools and communities, and expand professional opportunities in the cultural sector, in line with the spirit and provisions of the UNESCO Framework for Culture and Arts Education. Since early 2023, activities are being carried out in two pilot countries—Tanzania and Argentina — with the involvement of relevant stakeholders, including governmental authorities, cultural and educational institutions, and the civil society for resilient and inclusive sustainable development of communities, particularly for those that are the most vulnerable.
In this context, and under the overall authority of the Assistant Director-General for Culture, and overall supervision of Director for Cultural Policies and Development (CPD), and direct supervision of Programme Coordinator, and in close cooperation with the UNESCO Offices in Dar es Salaam and Montevideo, the Individual Consultant will work to ensure the effective coordination, implementation, monitoring, and reporting of all project activities under the UNESCO-Alwaleed Philanthropies Agreement, including the technical assistance and capacity-building components, communication and visibility actions, and final evaluation.
Concretely, the individual consultant shall:
TIMELINE AND DELIVERABLES
Submit the following deliverables for validation by UNESCO, accompanied by an original payment request, dated and signed, for each payment due under this contract, within the timeframe indicated below:
2.1 Trimestral narrative report to the Donor, covering progress, challenges, and next steps, by 31 March 2025;
2.2 Draft concept note, background note, and agenda on the country-based roundtables in Argentina and in Tanzania, outlining key findings, stakeholder feedback covering the duration of the three-year project, by 30 April 2025;
2.3 Develop and circulate a final evaluation questionnaire to beneficiaries to gather their feedback on the UNESCO–Alwaleed project, including results, testimonies and gaps, by 30 May 2025;
2.4 Trimestral narrative report to the donor, covering progress, challenges, and next steps, by 30 June 2025;
2.5 Analysis based on the feedback gathered from the final evaluation questionnaire, with a view to supporting the external body for its evaluation of the project, by 31 July 2025;
2.6 An internal document on lessons learned that may be used to inform on future implementation of the UNESCO Framework for Culture and Arts Education, by 31 August 2025;
2.7 Trimestral narrative report to the donor, covering progress, challenges, and next steps, by 30 September 2025;
2.8 Short report on the country-based roundtable in Argentina and Tanzania, including on the organization and coordination aspects, while highlighting outcomes, lessons learned, and recommendations, by 31 October 2025;
2.9 The comprehensive final report and its associated annexes encompassing the36-month lifecycle of the project (needs analysis, description of implementation process of national projects, visibility activities and all related final documents, monitoring survey and analysis), by 31 December 2025.
